Theme: AI in the Age of Digital Transformation: Risks, Strategies, and Governance

Ms. Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July, 2022.

Before joining the Government, Ms. Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, and had experience in operation and management of real estate development, cross-boundary retail, technology investment, business development and restructuring, digital transformation, investor relations, etc. In addition to profound knowledge in the business sector, Ms. Cheong has extensive public service experience including serving as a co-opted member of the Community Building Committee of the Wan Chai District Council, adviser to a think tank, etc.

Mr Anthony CHIU has been serving in the HKSAR Government mainly on central information technology (IT) infrastructures and services for government departments. He has led various government-wide IT initiatives, including standardisation of government data centres, central secure messaging within the Government, government cloud platform, big data analytics platform, blockchain platform, open data and data sharing. He also headed a team to provide data science services for government departments for effective adoption of AI. Upon the establishment of the Digital Policy Office, his major work focus is to provide various data platforms to support data-centric digital government services including the implementation of the new CorpID Platform to facilitate digital economy development.

Mr CHIU was a winner of the Hong Kong Computer Society Outstanding ICT Achiever Awards (Project Management Category) in 2012.

Chair John De Santis is a former company builder, chairman and CEO of multiple enterprises with experience in the software, networking and information security domains. He has more than 40 years of international and US-based experience at venture-backed technology start-ups and large global public companies in the telecom and IT fields. He currently serves on the boards of directors in a fiduciary capacity for organizations active in cybersecurity and artificial intelligence spaces, including Paladin Cloud, Cequence Security and ValiMail, leading innovators cybersecurity, and NoHold and Tweelin, early-stage innovators in the application of artificial intelligence.

Prof. Kam-fai Wong is the Associate Dean (External Affairs) of the Faculty of Engineering, Professor in the Department of Systems Engineering and Engineering Management, Director of Centre for Innovation and Technology, and Associate Director of Centre for Entrepreneurship, The Chinese University of Hong Kong.

Prof. Wong’s research interest focuses on Chinese computing, database and information retrieval, and is very active in professional activities and social services. He serves as Member of the 14th National Committee of the CPPCC, Member of the 7th Legislative Council of HKSAR, Vice Chairman & Secretary General of Hong Kong Alliance of Technology and Innovation, Director of Finance Dispute Resolution Centre, and Executive Member of Council for the Promotion of Guangdong-Hong Kong-Macao Cooperation.

He was awarded the Medal of Honour (MH) by the HKSAR Government in 2011 for his contribution in IT development in Hong Kong.

Duncan is committed to the development of technology and innovation. He is an advocate of local T&I policies, a tech entrepreneur, a veteran investor and is often regarded as the leading figure in Hong Kong's T&I sector. Duncan has participated in over 100 tech investment projects. He is a frequent speaker at forums to share his insights and also a mentor to young entrepreneurs.

Duncan is President of the Hong Kong Information Technology Joint Council, Non-official Member of Digital Economy Development Committee, Advisory Committee on Attracting Strategic Enterprises, Advisory Committee on the Northern Metropolis, and Committee on Innovation, Technology and Industry Development. He is also Chairman of HKTDC Information & Communications Technology (ICT) Services Advisory Committee, Chairman of the Advisory Committee of the Department of Systems Engineering & Engineering Management of The Chinese University of Hong Kong, and Member of the Advisory Committee of The Hong Kong Polytechnic University.

Duncan is also dedicated to community affairs. He is a Member of Hospital Authority, Chairman of its Information Technology Services Committee, and Chairman of the Hospital Governing Committee of Tin Shui Wai Hospital. He is also Secretary-General of the Asian Squash Federation and Chairman of Hong Kong Squash.

Ms. Tiffany Chan, Founder of iCare Foundation, graduated from UC Berkeley University of California in United States, with a Double-Doctorate degree in Social Behavior Science and Clinical Psychology; being Director of National PR & Media Services and Market Development of multinational IT enterprises for 10 years. Founder and CEO of Government registered NGO to provide Pre-Service Training and On-The-Job Training for young people with physical & intellectual disabilities through IT & multimedia for 10 years, successfully established one HKSAR governed non-profit-making organization and three independent as well as completely self-sustainable IT Social enterprises in Hong Kong.

In the year of 2018, Tiffany established an Edutainment R&D Center for Special Education Needs and a SEN Youth Training Base for young people with physical and mental disabilities in Guangzhou Tianhe, through information technology training, animation & film production, game creation and global distribution operations, focuses on the production of educational and home-schooling intelligent hardware and software application tools, and the establishment of a large database to study how to more effectively train and advance Autism, Hyperactivity Disorder, Language Disorders, Dyslexia, Social Disorders, Visual Impairment, Young people with Hearing Impairment and Intellectual Development Disorders to be able to being embraced in the mainstream R&D Teams, responsible for Planning, Visual Art, Content Production and Animation Promotion work.

Welland Chu is the Secretary and Vice President (Certification) of the ISACA China Hong Kong Chapter. Paul Jackson started his career in APAC in 1988 with the Royal Hong Kong Police. With an engineering background, he helped found and ultimately led the Force’s cybercrime investigation and forensics capabilities for many years. He was also involved with Interpol during his law enforcement career, developing training programs and leading capacity-building for police forces throughout APAC. In 2010, Paul moved to JP Morgan where he was relocated to New York to head up and build the global high-tech investigation team, which to this day remains a leading capability in corporate America. The time spent heading this global team was full of extraordinary challenges, managing insider threat, dealing with front-page news incidents and high-pressure situations. Upon ultimately returning to Hong Kong, Paul transitioned into the consulting world and now heads Kroll's Asia Pacific Cyber Security & Investigations Practice working to protect major organisations throughout the region. He is also a frequent speaker at APAC events and is often quoted in media articles and is a regular radio commentator.

Anson Lam serves as the Senior Manager for Alibaba Cloud International Compliance, having more than eight years of specialized experience in security compliance, privacy, and governance within the realms of cloud computing and AI. His primary focus is to help ensure organizations adapt and remain compliant within a challenging and fast-changing compliance landscape.

Anson holds an array of esteemed professional certifications, including CPA (Certified Public Accountant), CISM (Certified Information Security Manager), CRISC (Certified in Risk and Information Systems Control), and CDPSE (Certified Data Privacy Solutions Engineer).

Patrick is the Director of North Asia Region at Druva. He is a CISSP and has over 25 years of experience in the technology field with expertise in Data Security, Data Centric Incident Response, Data/AI data architecture, Business Continuity Management. Prior to Druva, Patrick was software and system technical lead for various Silicon Valley-based high-tech firms, one of them being acquired by Dell. Patrick graduated from the California Polytechnic State University with a Computer Engineering Degree. Patrick is very active in sports and is a bronze level lifeguard and a certified Yoga Teacher in USA and Hong Kong.

Mr. Lam, the head of the Cyber Security and Technology Crime Bureau in the Hong Kong Police Force, is deeply committed to ensuring a secure cyber world for the city. With over 20 years of experience, he has dedicated himself to investigating emerging and evolving crimes, focusing in particular on transnational telecommunication fraud and cyber-attacks in recent years.

Mr. Lam holds two Master's degrees and leads the Cyber Security and Technology Crime Bureau, which has the responsibility of safeguarding critical infrastructures. This includes overseeing digital forensic laboratories, implementing cyber-hygiene operations, conducting capacity building programs, launching public awareness campaigns, gathering intelligence on cybercrime, and carrying out cybercrime investigations.

Kevin is a Principal of Moore Hong Kong. He leads the firm’s cybersecurity team to help clients manage their IT risks and enhance their business operations.

Kevin has over 12 years of experience in IT service and security management. He managed various critical IT facilities operation including several world class data centres and cloud hosting facilities prior to joining Moore Hong Kong. He also has extensive experience in leading IT and cybersecurity consultancy services for a range of industries including finance services, retailing, infrastructure, telecommunication, technology and public sector.

Kevin specialises in IT and cybersecurity framework and compliance review (ISO27001, NIST, SOC & PCI DSS etc.), application and mobile security (OWASP etc.). Alan Lee is a Partner of EY Financial Services Consulting practice. He has over 20 years technology consulting experiences focusing on regulatory compliance, cyber security and data privacy. He led numerous regulatory advisory projects to assist banks in various key initiatives including core banking systems migration and relocation, cloud adoption, outsourcing, banking services digitalization, and cyber security assessments. He has led cyber security framework development projects for regulator, government and top-tier enterprise.

He is also specialized in data privacy where he has established and implemented enterprise-wide data privacy governance programme for large enterprises covering multiple jurisdictions as well as advising territory-wide initiatives from data privacy perspectives.

He is a frequent speaker in seminars to share his insights and experiences to senior management of corporations. He spoke in the Hong Kong first and second launches of KnowledgeNet (CPE) events and Asia Privacy Forum of the International Association of Privacy Professionals (IAPP), CPE seminars of Information Systems Audit and Control Association (ISACA), Institute of Internal Auditors (IIA) and Hong Kong Institute of Bankers (HKIB) on data privacy.

Karen possesses over 7 years of in-depth experiences in offensive security regarding technical red teaming exercises, malware attack simulation, penetration testing, IT risk and governance services for a wide range of industries in Hong Kong and across Asian Pacific including conglomerate, retail, financial services, public utility, critical infrastructure, property development, gambling and entertainment, automotives, luxury goods and information technology.

With understanding of continuously refreshing cybersecurity trends, Karen keeps refreshing the adversarial tactics, techniques and procedures (“TTPs”) in the key areas of expertise include red teaming, attack surface management, network penetration test, cyber attack simulation, web/mobile application penetration test, threat and vulnerability assessment, and infrastructure security reviews.

Brad is a Partner, Risk Advisory, and Cybersecurity at Deloitte with 18 years of experience in Tech Advisory, Implementation and Risk Management both as consultant and in-house management. He has other roles, such as Co-leader for APAC Data Protection of Deloitte and Cyber and Data Working Group Member of ASIFMA. His main specialities include but are not limited to, Data & Privacy, Cyber & Technology Risk Management, Internal Audit, Business & IT Continuity.

Mike has over 20 years of experience in Information Security and IT. He is actively involved in Cybersecurity, Risk Management, and research, including Red Teaming, Purple Teaming, HKMA C-RAF / iCAST compliance, application security assessments, secure code reviews, and incident response in the Asia-Pacific, especially Hong Kong, Macau, and Taiwan. Mike works for a CREST-certified security assessment firm in Switzerland, supporting business development, project leadership, and alliances in Hong Kong, Macau, and Taiwan. He also assists CREST International and Asia in promoting the CREST standard in the region. Mike has previously provided Information Security services to government, utilities, and financial clients in Taiwan and Geneva, and has led major Red and Purple Teaming exercises across multiple countries. He is a frequent speaker at security events in Hong Kong, Macau, and Taiwan.

Mr. Vincent Ma has been appointed as the Chief Executive Officer of Hong Kong-Shenzhen Innovation and Technology Park Limited (HSITPL) since January 2023.

Mr. Ma is a veteran with over 30 years of experience in the Information and Communication Technology (ICT) industry. Since joining Wharf T&T Limited in 1995, even before the Company was granted a fixed telecom network license, Mr. Ma grew with the Company and witnessed the deregulation journey of the telecom industry. From 2006 to 2019, Mr. Ma was appointed the President and then the Chief Executive Officer of Wharf T&T. Under his leadership, Wharf T&T became one of the most successful and highly profitable ICT service providers with an operation of over 1,800 staff, attaining an annual turnover of $2 billion and a valuation exceeding $10 billion, and serving over 50,000 business customers in Hong Kong. Robust strategy setting such as the unique B2B winning strategy outperforming competitions in the case of Wharf T&T, a true believer of customer centricity and operation excellence are some of the key management philosophies of Mr. Ma.

Before joining HSITPL, Mr. Ma was the Chief Digital Officer of Sun Hung Kai Properties. He set up a new Digital Office driving digital transformation and big data strategies across the diverse business portfolio of the Group.

Mr. Ma earned a bachelor’s degree in computing studies from the Hong Kong Polytechnic University.

Experience
Jo has over 30 years’ experience in the IT field some of which were spent as CIO in the Utilities and as Group CIO in the Tourism space, and with significant experience in the Information Security arena including as CISO in the healthcare sector. She underpins her information technology and security background with her qualifications in education and management.
She specialises in consulting in risk and technology issues with a particular emphasis on governance and security in both the commercial and operational areas of businesses. Jo provides strategic advice to organisations across a number of industry sectors including banking and finance, utilities, manufacturing, tertiary education, retail, healthcare and government. Jo has extensive board and committee experience. She has chaired a number of ISACA’s international committees including the Board Audit & Risk Committee, Leadership Development and Professional Influence & Advocacy. She served as an Elected Director on ISACA’s international Board of Directors for seven years and was the founder of its global women’s leadership initiative, SheLeadsTech and is Vice President, Community Boards for the Australian Computer Society.

Career highlights
Because of her involvement with the SheLeadsTech program and her rural background Jo was selected from a large number of candidates to be one of only two non- government delegates to join the official Australian Government delegation to the 62nd Session of the United Nations Commission on the Status of Women (CSW62) held in New York in March 2018. She returned to the UN in 2019 and again virtually spoke at UN events in 2021 and 2022.
She has spoken on Capitol Hill during a Day of Advocacy designed to bring tech leaders together in one place to discuss issues related to women in technology and then to meet with Congress representatives and Senator’s offices.
Jo has an annual award established in her honour to recognise her outstanding leadership and commitment to increasing the representation of women in technology leadership. The inaugural ISACA Oceania Jo Stewart-Rattray Award was awarded in September 2018.

Angie has more than 18 years of experiences in the control functions of the financial services industry. She is now part of the Advisory team of Grant Thornton. Prior to Grant Thornton, Angie was the Director of a top tier private banking in Hong Kong acting as the First Line of Defense by closely liaising with Compliance in the implementation of the policies and procedures in accordance with HKMA and internal group policies including reviewing and approving new clients and existing clients’ profiles from the Know Your Client and Anti-Money Laundering prospective. Prior to that, Angie was Compliance Manager in a European based private bank seated in the Client Acceptance Committee to review and approve new clients’ acceptance from Know Your Client and Anti-Money Laundering perspective, performed monthly transaction monitoring on historical transaction, updated policies in accordance with HKMA guidelines and conducted Compliance training for Relationship Managers. Angie also has Compliance experiences in a European based asset management company looking after the HK Compliance to ensure company’s compliance with the relevant rules and regulations. Apart from that, Angie has also worked in Control Room Compliance in a top tier US Bank maintaining the Chinese Wall between Research department and Investment Banking department.

Angie’s experiences also include vetting IPO prospectuses, announcements and circulars of listed companies while working for the regulator as well as Corporate Finance focusing on mergers and acquisitions or divestiture and Tax services in a Big-Four accounting firm.

Angie graduated from the University of Toronto and obtained a Bachelor of Commerce degree with distinction. She is a member of the American Institute of Certified Public Accountants (AICPA).
